I've been reading under the "Help Section" and believe that all members have the ability to create new posts. If everyone has the capability of seeing the start point (The Dashboard) once they sign in, you will then notice the different headers available: Posting, Settings, Template, View Blog.
Please let me know your experiences in accessing the blog.
I guess I'm saying this: Everyone feel free to initiate your own posts and begin interacting with one another. I'll try to answer any questions as best as I can since I am only a newbie.
